I America it's called ';white flight';.....more affluent ( mostly whites ) move to the suburbs to escape big city crime.In canada, cities have grown outwards as people have bought homes at the edges of the cities...?
There is an older term that I've seen happening called 'strip cities' where the big cities grow toward each other which includes businesses.
