A landlord needs to get an ';Apartment/Home Rental Permit'; from every city agency in the US that I know of. Hot water or Heat or not. Read on below.
If a Landlord rents a home without such a permit from the city, the the Renter is entitled to a FULL REFUND OF ALL RENT MONEY PAID FROM THE START.
In NY and NJ, these cases taken to court have given the renter back thousand of $$ in some cases.
