I haven't looked this up, but I was under the impression that turnkey meant you buy it now at a lower price, and you'll be able to quickly to sell it at a higher price at a profit. (either from fixing it up or because of market demands)
Turnkey is ';move in'; meaning you don't have to do anything but bring your furniture and clothes you don't need to replace carpeting walls or anything else it is ready to move right in.
